Mr.Nuer Baikeli, Uygur, born in August 1961 in Bele city, Xinjiang. Graduated as a major of political theory from postgraduate class of the Graduate School of the CPC Party School; postgraduate of the CPC Party School. Started work in August 1983 and joined the Party in December 1982. Alternate member of 17th Center Committee of the CPC.
